In Lebanon, cigarettes are legally available for purchase and use under a regulated framework. According to these regulations, cigarettes cannot be purchased online or through vending machines. Their sale and purchase are restricted to individuals aged 18 years and older, health warnings on packaging are mandatory, and there are legal restrictions on smoking in public places such as healthcare and educational facilities. Tobacco advertising is regulated and subject to a ban on all types of advertising. The total tax rate on cigarettes is 9.91%, with no specific excise rate.

The prevalence of tobacco smoking among adults aged 15 years and older in Lebanon is notably high, according to the latest available data from 2024. The overall adult current smoking prevalence was 47%, highlighting a significant public health concern. Data by gender show that 53.8% of males and 40.8% of females were current smokers in 2024. The number of smokers in the country was estimated to be 2 million individuals in 2024. In comparison, data from previous years indicate a slight decline in female smoking prevalence from 25.9% in 2020 to 25.7% in 2022, while among males, the prevalence saw a minor increase from 42.8% to 43.1% over the same period.

For reference, the adult daily tobacco smoking prevalence in 2017 was 23.3%, with a prevalence of 29.5% among males and 18.6% among females. Tobacco smoking led to 11.45% of all deaths in Lebanon in 2021. This rate was 13.91% among males and 8.04% among females. The total number of deaths attributable to smoking was 5,689 in 2021, including 4,019 male and 1,671 female deaths. These statistics underscore the ongoing challenges faced by Lebanon in addressing tobacco smoking and its associated health impacts.
