In Finland, e-cigarettes are allowed under a certain regulatory framework. Online sales and vending machine purchases of e-cigarettes are banned, and health claims related to their use are not permitted either. The country imposes an excise tax on e-cigarettes, valued at up to 10% of that levied on traditional cigarettes. Manufacturers and importers are required to submit product notifications before marketing new products. All e-cigarettes must be sold in child-resistant and tamper-proof containers and carry appropriate health warnings on the packaging. Sales are restricted to individuals aged 18 years and above. Additional product standards include a maximum nicotine concentration of 20 mg/ml and a limit on tank size to 2 ml or less. Flavourings are restricted, and the use of e-cigarettes in public places is legally banned.
As of 2023, there were approximately 46,500 current vapers in Finland, representing 1% of the adult population. The daily vaping prevalence among adults was 0.7%. 17% of adults reported having ever tried e-cigarettes (based on 2017 data). Data from 2021 indicate that 1% of adult females and 3% of adult males were current e-cigarette users. Public perception data conducted in 2017 show that the majority of Finns consider e-cigarettes to be harmful: 81% believed that e-cigarettes are harmful or more harmful than cigarettes, 11% considered them less harmful, and 8% were uncertain.
