Tobacco smoking in Armenia

In Armenia, smoking is legally permitted, but tobacco products including cigarettes are subject to certain regulatory measures. Based on these frameworks, the sale and use of cigarettes are allowed, and consumers can purchase cigarettes through online channels. However, buying tobacco products from vending machines is banned. For commercial trade, the importation of cigarettes is allowed, provided the importer holds an appropriate license. The government mandates health warnings on all cigarette packaging and enforces a minimum sale age of 18 years. Furthermore, legal restrictions exist for smoking in public settings. Tobacco advertising is regulated and a comprehensive ban on all forms of advertising is currently enforced. Cigarettes are subject to a specific excise tax rate of 31.83%, contributing to a total taxation rate of 48.49% in Armenia.

The current prevalence of tobacco smoking among the adult population aged 15 years and older in Armenia was recorded to be 24.3% in 2024, according to the World Health Organization's data. Specifically, the prevalence of smoking among males was notably higher with 51.7%, while among females it was significantly lower with only 1.9% that year. The total number of smokers in 2024 was approximately 579,000 individuals, which represents a decrease from 2020, when the adult current smoking prevalence was 24% and the number of current adult smokers was 554,413. However, the current prevalence of smoking has increased from 22.5% in 2022 . For reference, the adult daily smoking prevalence in 2017 was 21.6%, with a prevalence of 46.4% among males and 1.2% among females.

Data on smoking-related mortality indicate that smoking resulted in 16.22% of all deaths in Armenia in 2021, representing a total of 5,083 deaths. Of these deaths, 4,337 were male deaths and 746 were females, equaling to 26.28% of all male deaths and 5.03% of all female deaths in the country. These data underscore the significant public health challenge posed by tobacco smoking in Armenia, particularly among male population.
