В Парагвае согласно Закону № 5538/2015 электронные сигареты отнесены к табачным изделиям. Использование электронных средств доставки никотина ограничено в ряде общественных мест. Указ № 4694 устанавливает налог в размере 16% на электронные сигареты, однако, по имеющимся сообщениям, большинство таких устройств официально не регистрируются как табачные изделия: устройства ввозятся как «электронные товары», а жидкости для их заправки — как «эссенции», что позволяет обходить уплату налога.
