En Paraguay, la Ley N.º 5538/2015 clasifica los cigarrillos electrónicos como productos de tabaco. El vapeo está restringido en determinados espacios públicos. El Decreto N.º 4694 establece un impuesto del 16 % a los cigarrillos electrónicos; sin embargo, la mayoría de estos dispositivos, según reportes, no están registrados como productos de tabaco, ya que se importan como ‘productos electrónicos’ y los líquidos como ‘esencias’, lo que permite evitar el impuesto.
