W Paragwaju, zgodnie z ustawą nr 5538/2015, e-papierosy są klasyfikowane jako wyroby tytoniowe. Używanie papierosów elektronicznych jest zabronione w niektórych miejscach publicznych. Zgodnie z dekretem nr 4694 na e-papierosy nałożony jest podatek w wysokości 16%, jednak większość tych urządzeń nie jest formalnie rejestrowana jako wyroby tytoniowe, ponieważ są one importowane jako „produkty elektroniczne”, a e-liquidy jako „esencje”, co pozwala uniknąć opodatkowania.
