En Kenia, las bolsas de nicotina están permitidas legalmente, incluyendo su venta, compra en línea y uso. No existen restricciones sobre la variedad de sabores disponibles. Sin embargo, sí se aplican algunas limitaciones: es obligatorio incluir advertencias sanitarias en el empaque, no se permiten declaraciones de propiedades saludables y el contenido de nicotina está limitado a menos de 16,6 mg por bolsa. La tasa impositiva general es de 0,02 KES por bolsa (10 mg), y el impuesto especial oscila entre el 10% y el 50% de los que se aplican a los cigarrillos.
