В Кении никотиновые пакетики разрешены законом, включая их продажу, покупку через интернет и использование. Ограничений по ассортименту вкусов не предусмотрено. Однако действуют некоторые меры регулирования: на упаковках обязательно размещаются предупреждения о вреде для здоровья, делать заявления о пользе для здоровья запрещено, а содержание никотина не должно превышать 16,6 мг в каждом пакетике. Общая ставка налога составляет 0,02 KES за один пакетик (10 мг), а акцизный налог варьируется от 10% до 50% от ставок, применяемых к сигаретам.
