Smoking is allowed and regulated in Panama. Under these regulations, the sale, online purchase, and import of cigarettes for trade is legal, but sales through vending machines are not permitted. There is a complete ban on all tobacco advertising including cigarettes. Packaging of cigarettes must carry health warnings, and there are legal restrictions on smoking in public places. The minimum legal age to purchase cigarettes is 18. The total taxation rate of 56.52% with no specific excise tax is also applied on cigarettes. In terms of prevalence rate, in 2024, an estimated 4.5% of adults were reported to be current smokers, including 1.9% of women and 7.2% of men. The total number of current smokers was reported to be 150,000 individuals. Smoking led to 991 deaths in 2021, representing 4.13% of all deaths in the country—2.59% of women deaths and 5.27% of men deaths.
