In Montenegro, it is allowed to smoke and legal to sell cigarettes, buy them online, and import them for trade, but it is illegal to purchase them from vending machines. In addition, health warning on packaging is required and the minimum age restriction on sales is 18 years. There are also restrictions on smoking in public places. Despite these regulations, the prevalence data from 2024 indicate that 37% of the adults were current smokers in the country, including 34.5% of females and 39.8% of males. For reference, there were 191 thousand daily smokers in 2017, and daily smoking prevalence was 37.6% overall, 35.6% among females, and 39.6% among males. In terms of mortality, statistics show that smoking-related mortality in 2021 was 1.3 thousand, including 352 female deaths and 973 male deaths. This indicates that tobacco smoking caused 13.42% of all deaths in the country in 2021, with 7.71% female deaths and 18.34% male deaths.
