Denmark Background
Data sourced: 2024.   Page updated: 2025-11-05

E-cigarettes are legally allowed in Denmark and can be purchased in general retail stores as well as online. However, health claims related to e-cigarettes are not permitted, and advertising is regulated. The excise value applied to e-cigarettes is up to 10% of that levied on cigarettes. Regulatory measures include requirements for product notifications, child-resistant and tamperproof containers, and health warnings on packaging. Additionally, the minimum legal age for purchase is 18 years. Restrictions are also placed on flavour range, nicotine content (limited to 20 mg/mL or less), use in public places, and tank size which is limited to 2 mL or less.
In terms of prevalence, as of 2023, there were approximately 145,400 current vapers in Denmark. The adult current e-cigarette vaping prevalence was 3%, while the adult daily vaping prevalence was 1.9%. Data from a survey in 2017 show that 16% of adults had ever tried an e-cigarette. Data from another survey in 2017 in Denmark indicate that 79% of respondents believed that e-cigarettes are harmful or more harmful than cigarettes, 13% viewed them as not harmful or less harmful than cigarettes, and 8% were unsure.
