Lithuania Background
Data sourced: 2024.   Page updated: 2025-11-05

In Lithuania, e-cigarettes are legal and are regulated as tobacco products. While they can be purchased in general retail outlets, online sales as well as health claims about these products are banned. Advertising is regulated, with restrictions in place to limit promotional activities. The excise duty applied to e-cigarettes is up to 10% of the rate levied on conventional cigarettes. Based on these regulations, new product notifications are required before market entry, and childproof and tamperproof containers must be used. Health warnings on packaging are mandatory, and sales are restricted to adults aged 18 and over. There are also flavour restrictions, and the nicotine content in e-liquids must not exceed 20 mg/ml. Tank sizes are limited to 2 ml or less, and vaping is legally restricted in public places. Statistics indicate that as of 2023, there were an estimated 109,500 current vapers in Lithuania. The adult current vaping prevalence was 5%, including 6% among women and 9.3% among men. Daily use as of 2021 was reported by 3.5% of adults, including 2.3% among women and 3.1% among men. Additionally, 15% of adults in 2017 responded that they have tried e-cigarettes at least once. When it comes to public perception, a 2017 survey found that 80% of adults in Lithuania believe e-cigarettes are as harmful or more harmful than cigarettes, while 11% view them as less harmful, and 9% were not sure.
