В Мексике указ президента, изданный на основании Общего закона о контроле над табаком (статья 16), запрещает продажу, распространение, демонстрацию, продвижение или производство предметов, имитирующих табачные изделия, включая электронные сигареты, содержащие никотин. Первоначально данный указ принимался с целью борьбы с конфетными сигаретами. При этом прямых юридических ограничений на использование электронных сигарет нет, а запрет на их продажу, судя по всему, широко игнорируется.
