В Джибути традиционные бездымные табачные изделия легальны и регулируются как табачная продукция. Покупать, использовать и продавать их, в том числе через интернет, разрешено законом. Импорт бездымного табака для коммерческой деятельности также допускается. На упаковке должны размещаться предупреждения о вреде для здоровья — только в виде текста, при этом они должны занимать не менее 50% передней и задней сторон упаковки. Кроме того, действует ограничение по возрасту: продажа запрещена людям младше 16 лет.
