En Yibuti, el tabaco tradicional sin humo es legal y está regulado como un producto de tabaco. Los consumidores pueden comprarlo, usarlo y venderlo legalmente, incluso a través de compras en línea. La importación de tabaco sin humo con fines comerciales también está permitida por la ley. Los envases deben incluir advertencias sanitarias en texto, que deben cubrir al menos el 50 % de la parte frontal y trasera del producto. Además, existe una restricción de edad mínima que prohíbe la venta a menores de 16 años.
