W Dżibuti tradycyjny bezdymny tytoń jest legalny i regulowany jako produkt tytoniowy. Konsumenci mogą go legalnie kupować, używać oraz sprzedawać, w tym również za pośrednictwem internetu. Prawo dopuszcza także import bezdymnego tytoniu w celach handlowych. Opakowania muszą zawierać ostrzeżenia zdrowotne w formie tekstowej, obejmujące co najmniej 50% przedniej i tylnej części produktu.
