W Tonga palenie tytoniu jest dozwolone z pewnymi ograniczeniami. Sprzedaż i import papierosów są legalne, w tym zakupy za pośrednictwem automatów oraz platform internetowych. W kraju obowiązują różne regulacje, takie jak minimalny wiek uprawniający do zakupu wyrobów tytoniowych wynoszący 18 lat oraz ograniczenia dotyczące palenia w miejscach publicznych. Na papierosy nakładana jest łączna stawka podatku w wysokości 0,67. W 2022 roku 30,7% dorosłych mieszkańców Tonga było aktualnymi palaczami, przy wskaźniku rozpowszechnienia wynoszącym 15,5% wśród kobiet i 46,8% wśród mężczyzn.
