Według danych z 2018 roku w Mali było około 19 100 aktualnych użytkowników tradycyjnych bezdymnych wyrobów tytoniowych. Ogólna częstość używania tych produktów wśród dorosłych wynosiła 0,2%, natomiast wśród kobiet sięgała 1,3%. Z prawnego punktu widzenia tradycyjne bezdymne wyroby tytoniowe są w kraju dozwolone i regulowane jako wyroby tytoniowe. Ich używanie i sprzedaż są więc legalne, jednak zakup przez internet nie jest dozwolony. Obowiązuje wymóg umieszczania ostrzeżeń zdrowotnych na opakowaniach oraz całkowity zakaz reklamowania tych produktów. Ponadto minimalny wiek uprawniający do zakupu bezdymnych wyrobów tytoniowych wynosi 18 lat, co odzwierciedla działania mające na celu ograniczenie dostępu młodzieży.
