W Libanie tradycyjny tytoń bezdymny jest legalnie dozwolony i regulowany jako produkt tytoniowy. W 2019 roku liczba aktualnych użytkowników wynosiła około 59 800, a rozpowszechnienie wśród dorosłych sięgało 1,2%. Użytkowanie jest wyraźnie wyższe wśród mężczyzn (2,2%) niż kobiet (0,1%). W tym samym roku codzienne używanie tytoniu bezdymnego dotyczyło 0,7% ogółu dorosłych, w tym 1,2% mężczyzn. Produkt może być legalnie używany, sprzedawany, kupowany online oraz jest aktywnie reklamowany w kraju. Reklama jest dozwolona, ale wyłącznie w punktach sprzedaży. Na opakowaniach wymagane są ostrzeżenia zdrowotne, a minimalny wiek zakupu wynosi 18 lat. Warto zauważyć, że w Libanie nie obowiązuje akcyza na tytoń bezdymny, co oznacza, że produkty te nie podlegają podatkowi od wyrobów tytoniowych.
