En Líbano, el tabaco sin humo tradicional está legalmente permitido y regulado como producto de tabaco. En 2019, había aproximadamente 59,800 consumidores actuales, con una prevalencia en adultos del 1.2%. Su consumo es considerablemente más alto entre los hombres (2.2%) que entre las mujeres (0.1%). Ese mismo año, el uso diario fue del 0.7% en general, con un 1.2% de los hombres consumiendo tabaco sin humo a diario. El producto puede utilizarse legalmente, venderse, comprarse en línea y se comercializa de manera activa en el país. La publicidad está permitida, pero únicamente en el punto de venta. Es obligatorio que los envases lleven advertencias sanitarias, y la edad mínima legal para la compra es de 18 años. Cabe destacar que en Líbano no existe un impuesto especial al tabaco sin humo, por lo que estos productos no están sujetos a la imposición fiscal sobre el tabaco.
