Tradycyjny bezdymny tytoń jest w Etiopii dozwolony i podlega regulacjom jako produkt tytoniowy. Sprzedaż i używanie tego produktu są legalne, jednak zakup przez internet jest zabroniony. Ponadto obowiązuje całkowity zakaz reklamy, a na opakowaniach wymagane są ostrzeżenia zdrowotne. Minimalny wiek uprawniający do zakupu wynosi 21 lat. Według danych z 2016 roku, w kraju było około 983 400 obecnych użytkowników tradycyjnego bezdymnego tytoniu. Odsetek dorosłych, którzy aktualnie używają tych produktów, wynosił 1,7% ogółem, w tym 2,6% wśród mężczyzn oraz 0,8% wśród kobiet. Udział dorosłych codziennych użytkowników wynosił 1,5%.
