W Etiopii wapowanie jest zakazane przez prawo. E-papierosy nie są regulowane jako produkty konsumenckie, medyczne ani tytoniowe, jednak ich produkcja, hurt, dystrybucja, sprzedaż oraz import w celach handlowych są całkowicie zabronione. Z Globalnego Badania Używania Tytoniu przez Dorosłych z 2016 roku wynika, że jedynie 0,2% ankietowanych w Etiopii kiedykolwiek spróbowało wapowania. Obowiązuje całkowity zakaz reklamy, a używanie e-papierosów jest ograniczone w miejscach publicznych. Chociaż niektóre źródła internetowe deklarują sprzedaż e-papierosów, nie można tego potwierdzić.
