W dekrecie z 2012 roku (nr 37185-S-MEIC-MTSS-MP-H-SP) e-papierosy określane są jako Elektroniczne Systemy Dostarczania Nikotyny (ENDS) i klasyfikowane jako wyroby tytoniowe. Ich sprzedaż jest dozwolona zgodnie z ustawą o kontroli wyrobów tytoniowych (nr 9028, 2012). Wszelkie formy reklamy, promocji i sponsoringu są zabronione poza miejscami i wydarzeniami przeznaczonymi wyłącznie dla dorosłych lub w ramach bezpośredniej komunikacji. Korzystanie z produktów zawierających nikotynę jest zakazane w zamkniętych przestrzeniach publicznych oraz w transporcie publicznym. Produkty niezawierające nikotyny podlegają regulacjom Rejestru Produktów Niebezpiecznych, choć ich sprzedaż i promocja nie są regulowane.
