В одном из указов 2012 года (№ 37185-S-MEIC-MTSS-MP-H-SP) электронные сигареты обозначаются как электронные системы доставки никотина и классифицируются как табачные изделия. Их продажа разрешена в соответствии с законом о контроле за табаком (№ 9028, 2012). Любая реклама, продвижение или спонсорство вне мероприятий или заведений, предназначенных только для взрослых, либо личной коммуникации, запрещены. Использование никотинсодержащих изделий в закрытых общественных местах и общественном транспорте запрещено. Неникотиновые изделия регулируются Реестром опасных продуктов, однако их продвижение законодательно не урегулировано.
