Na opakowaniach papierosów muszą znajdować się ostrzeżenia zdrowotne, a minimalny wiek uprawniający do zakupu wyrobów tytoniowych to 18 lat. Istnieją również przepisy ograniczające palenie w miejscach publicznych oraz całkowity zakaz reklamy papierosów. Całkowita stawka opodatkowania papierosów wynosi 73%. Według danych z 2022 roku w Kostaryce było około 3 000 dorosłych codziennych palaczy, co odpowiada 18,8% dorosłej populacji palącej codziennie.
