Bułgaria stosuje się do unijnej Dyrektywy w sprawie wyrobów tytoniowych (TPD) z 2014 roku. E-papierosy zawierające nikotynę podlegają regulacjom na mocy Dekretu nr 89 (w sprawie ogłoszenia ustawy o zmianie i uzupełnieniu ustawy o tytoniu i wyrobach tytoniowych), natomiast produkty beznikotynowe traktowane są jako wyroby konsumenckie. E-papierosy są klasyfikowane jako „wyroby związane z tytoniem”, a nie jako wyroby tytoniowe sensu stricto, w związku z czym przepisy dotyczące ich obrotu są łagodniejsze niż w przypadku tradycyjnych papierosów. Na przykład używanie e-papierosów jest dozwolone w miejscach, gdzie obowiązuje zakaz palenia tytoniu; zgłaszanie produktów nie wiąże się z żadnymi opłatami, a e-papierosy nie są objęte podatkiem akcyzowym. Sprzedaż e-papierosów na odległość (np. przez internet) jest jednak zabroniona.
