В Болгарии соблюдается Директива ЕС о табачных изделиях (TPD) (2014). Электронные сигареты, содержащие никотин, регулируются постановлением № 89 (к закону о внесении изменений и дополнений в Закон о табаке и табачных изделиях), а продукты без никотина регулируются как потребительские товары. Электронные сигареты считаются «связанными с табаком» изделиями, а не самими табачными изделиями, и к ним применяется более мягкий режим регулирования по сравнению с табаком. Например, использование вейпов разрешено в местах, где курить запрещено; уведомление о продукции осуществляется бесплатно; налог на электронные сигареты не взимается. Однако дистанционная продажа продукции для электронных сигарет запрещена.
