En Kuwait, los productos de tabaco calentado (HTP, por sus siglas en inglés) están permitidos legalmente y se regulan como productos de tabaco. Es legal usar, vender e importar HTP para fines comerciales, lo que también implica que la importación para uso personal está permitida, aunque no se menciona de manera específica. Asimismo, se permite la comercialización de estos productos. Sin embargo, existen algunas restricciones que deben tenerse en cuenta: está prohibida toda forma de publicidad de los HTP, la edad mínima para comprarlos es de 18 años y su uso está legalmente restringido en lugares públicos. Los HTP están sujetos a impuestos como productos de tabaco, aplicándose una tasa efectiva del 50% sobre el precio de venta al por menor.
