Podgrzewane wyroby tytoniowe (HTP) są w Kuwejcie legalne i regulowane jako wyroby tytoniowe. Użytkowanie, sprzedaż i import HTP w celach handlowych są dozwolone, co oznacza również możliwość przywozu tych produktów na użytek własny, choć nie jest to wyraźnie określone w przepisach. Dodatkowo, dozwolona jest promocja HTP. Istnieją jednak pewne ograniczenia: wszelkie formy reklamy HTP są zakazane, minimalny wiek uprawniający do zakupu to 18 lat, a używanie tych produktów jest prawnie ograniczone w miejscach publicznych. HTP podlegają opodatkowaniu jak wyroby tytoniowe, przy efektywnej stawce podatku wynoszącej 50% ceny detalicznej.
