En 2020, había aproximadamente 18,300 usuarios actuales de tabaco sin humo tradicional en Cabo Verde. La prevalencia total de consumo actual de tabaco sin humo tradicional entre adultos fue del 4.7 por ciento, con una prevalencia mayor en mujeres, del 5.8 por ciento, en comparación con el 3.5 por ciento en hombres. La prevalencia del consumo diario de tabaco sin humo entre adultos fue del 3.6 por ciento, incluyendo un 4.6 por ciento en mujeres y un 2.6 por ciento en hombres. El tabaco sin humo tradicional está permitido y regulado como producto de tabaco en Cabo Verde. Es legal importar el producto para su comercialización, con licencia, y su venta también está permitida. Sin embargo, está prohibida toda forma de publicidad. No se permite la compra en línea de tabaco sin humo tradicional. Además, la ley exige que los paquetes incluyan advertencias sanitarias y se aplica una restricción de edad mínima de 18 años para la venta.
