In Vanuatu, smoking is allowed with certain regulations. The sale and purchase of cigarettes are legal, including online sales, but purchasing them from vending machines is banned. Importing cigarettes for trade requires an import license, while importing for personal use is allowed within certain limitations. It is required that cigarette packaging must include health warnings to alert smokers to the health risks of smoking. The minimum legal age to purchase tobacco products including cigarettes is 18 years. Interestingly, unlike many countries, there are no legal restrictions on smoking in public places. The total taxation rate on cigarettes in Vanuatu is 77%.
In terms of smoking prevalence, data from 2024 indicate that about 50,000 people were current smokers and the overall adult smoking prevalence was 25.3%. The adult current smoking prevalence among males was 41.4%, while among adult females, it was only 2.7%. For reference, data from 2017 show that the adult daily smoking prevalence was 12.3%, including 23% among males and 1.7% among females. There were approximately 20,800 daily smokers reported in the same year. Tobacco smoking also contributes to mortality in Vanuatu. In 2021, an estimated 199 deaths were attributable to smoking, including 170 male deaths and 29 female deaths. This shows that smoking-related deaths accounted for 8.85% of all deaths in the country in 2021, including 12.45% of all male deaths and 3.29% of all female deaths.
