In Slovenia, e-cigarettes are legally available. However, there are certain restrictions regarding their sale and use. While consumers can purchase e-cigarettes in general retail outlets, online and vending machine sales are not permitted. Health claims about e-cigarettes are not allowed, and advertising is completely banned. From a regulatory perspective, Slovenia enforces a comprehensive set of controls similar to those applied to traditional tobacco. These include mandatory product notifications, child-resistant packaging, and health warnings on packaging. A minimum age of 18 years applies for purchase, and there are restrictions on flavour range, nicotine content is limited to 20 mg/ml or less, and tank size is limited to 2 ml or less. Vaping is also restricted in public places. Excise duties are applied to e-cigarettes at a rate up to 10% of those levied on cigarettes.
As of 2023, there were around 52,400 current vapers in Slovenia. The adult current vaping prevalence was 3% overall, 0,8% among females and 1.8% among males. The adult daily vaping prevalence in 2023 was 1.7%. This was 0.4% among females and 0.9% among males in 2021. In terms of public perception survey which was conducted in 2017, a majority (65%) of adults in Slovenia believed e-cigarettes are as harmful or more harmful than cigarettes, while 22% saw them as less harmful, and 13% had no idea about it.
