Kazakhstan implements certain regulatory measures for tobacco products. Based on these regulations, cigarettes sales, purchase, and import are allowed with specific restrictions. Advertising, promotion and purchase of cigarettes online and through vending machines is banned. The minimum age for tobacco sales is 21 years, and there are restrictions for smoking in public places as well. Health warnings on packaging are required and the total taxation rate on tobacco products is 50% including a specific excise component of 39.68%.

Despite these control measures, smoking remains a significant public health issue in Kazakhstan. In 2024, there were approximately 2.9 million current adult smokers in the country. The adult current tobacco smoking prevalence was 20%, with a significant difference among genders: 6.7% females and 34.6% males were identified as smokers. Smoking-related mortality is also high in the country. In 2021, tobacco smoking caused an estimated 15,100 deaths including 2,400 female deaths and 12,700 male deaths. This shows that tobacco smoking accounted for 8.3% of all deaths in the country; 2.83% among females and 12.92% among males that year.
