Smoking is legal and regulations exist around tobacco products in Indonesia. Under these regulations, cigarettes can be sold, and smoking is permitted with some restrictions. Cigarettes can be purchased online, but sales through vending machines are not permitted. The importation of cigarettes for trade is permitted with a license. Health warnings are required on cigarette packaging, and there are legal restrictions on smoking in public places. Advertising of cigarettes is regulated, but not all forms of advertising are banned. Cigarettes are subject to an excise rate of 57.31% and a total taxation rate of 70.97%.
In 2024, Indonesia reported a significant prevalence of tobacco smoking and related deaths among adults aged 15 years and older. The adult current smoking prevalence was 30.4%, with a stark gender disparity: 59.7% of males and 1.2% of females were smokers. In comparison, in 2020, this prevalence was 62.7% among males and 2.5% among females. The total number of smokers in 2024 was approximately 64.4 million which shows a slight decrease from 64.5 million in 2020. The adult daily smoking prevalence in 2021 was 28.8%, with a prevalence of 52.3% among males and 1.4% among females.
Smoking-related mortalities remain a critical public health issue in Indonesia, which accounted for 12.27% of all deaths in the country in 2021. Specifically, 17.77% of all male deaths and 5.04% of all female deaths were attributed to smoking. This represents that the number of deaths attributable to smoking was 268,614 in 2021, with 220,846 male and 47,767 female deaths. These figures underscore the persistent challenge of tobacco smoking in Indonesia, necessitating robust public health interventions to curb its high prevalence and associated mortalities.
