In Djibouti, traditional smokeless tobacco is legal and regulated as a tobacco product. Consumers can legally buy, use, and sell it, including online purchases. Importing smokeless tobacco for trade is also permitted under the law. Packaging must include health warnings, which are text-only and must cover at least 50% of both the front and back of the product. Additionally, there is a minimum age restriction in place, prohibiting sales to anyone under 16 years old.
