In Andorra, smoking is legal with some restrictions. The sale of cigarettes is legal, and they can also be purchased online as well as from vending machines. Importing cigarettes for trade is also permitted with a license. Health warnings on cigarette packaging are not required. The minimum legal age for purchasing cigarettes is 18 years, and there are legal restrictions on smoking in public places. Not all types of advertising of cigarettes are banned. Cigarettes are subject to an excise value of 74% and a total taxation rate of 78%. Despite these regulations, smoking cigarette remains high. As of 2024, Andorra had approximately 23,000 current smokers, which represented an adult current cigarette smoking prevalence of 32.7%. In comparison, this was reported to be 33.6% in 2022. The current smoking prevalence was similar among males (33%) and females (32.4%) in 2024. Data from 2021 show that cigarette smoking resulted in an estimated 70 deaths in Andorra, including 58 among males and 12 among females. Overall, smoking accounted for 11.06% of all deaths in the country in 2021, including 16.26% of male deaths and 4.28% of female deaths.
