В Уругвае продажа, импорт, регистрация как торговой марки/патента и продвижение электронных сигарет прямо запрещены указом № 534/009 (2009) и поправкой № 299/017 (2017). Их использование также запрещено в общественных местах. Несмотря на запрет, данные свидетельствуют о том, что по состоянию на 2024 год количество людей, использующих никотиновые вейпинг-устройства, составляло 5 536 человек. Общая распространённость потребления электронных сигарет среди взрослых на 2021 год составляла 0,2 %, среди мужчин — 0,3 %, среди женщин — 0,2 %.
