W Urugwaju sprzedaż, import, rejestracja jako marka lub patent oraz promocja e-papierosów są wyraźnie zabronione na mocy dekretu nr 534/009 z 2009 roku oraz nowelizacji nr 299/017 z 2017 roku. Używanie tych urządzeń jest również zakazane w miejscach publicznych. Mimo obowiązującego zakazu, dane wskazują, że liczba osób aktualnie korzystających z e-papierosów w kraju została oszacowana na 5 536 w 2024 roku. W 2021 roku częstość korzystania z e-papierosów wśród dorosłych wynosiła ogółem 0,2%, w tym 0,3% wśród mężczyzn i 0,2% wśród kobiet.
