В Саудовской Аравии существует благоприятный регуляторный режим для никотиновых пакетиков, допускающий их продажу, покупку и использование. Ограничения по ассортименту вкусов отсутствуют. Однако действуют определённые ограничения, включая требование размещения предупреждений о вреде для здоровья на упаковке и запрет на заявления о пользе для здоровья. Акциз на никотиновые пакетики составляет более 50% — или эквивалент этой суммы — от налога, взимаемого с традиционных сигарет.
