В Российской Федерации электронные сигареты разрешены законом, однако подлежат определённому регулированию. Согласно установленным правилам, не требуется уведомление о продукции или упаковка, защищённая от детей, при этом наличие предупреждений о вреде для здоровья на упаковке обязательно. Существуют ограничения на вкусы, а содержание никотина установлено на уровне 20 мг/мл. При этом законодательных запретов на использование электронных сигарет в общественных местах нет. Покупка электронных сигарет через интернет или с помощью автоматов не разрешается, а реклама полностью запрещена. По оценкам, в 2025 году в России насчитывалось около 4,2 миллиона человек, которые регулярно используют электронные сигареты, а распространённость текущего использования этих устройств среди взрослого населения составила 3,6% в 2022 году. При этом ежедневное вейпинг было более распространено среди мужчин (4,6%), чем среди женщин (2,9%). Более ранние данные за 2016 год показывали, что 14,2% взрослых пробовали вейп хотя бы один раз.
