W Federacji Rosyjskiej e-papierosy są dozwolone, jednak podlegają określonym regulacjom. Przepisy te nie wymagają zgłaszania produktów ani stosowania opakowań zabezpieczonych przed dziećmi, choć obowiązkowe są ostrzeżenia zdrowotne na opakowaniach. Obowiązują ograniczenia dotyczące smaków, a maksymalna zawartość nikotyny wynosi 20 mg/ml. Użytkowanie e-papierosów w miejscach publicznych nie jest prawnie zabronione. Zakup e-papierosów przez Internet lub w automatach jest niedozwolony, a reklama jest całkowicie zakazana. Szacuje się, że w 2025 roku w Rosji było 4,2 miliona osób aktualnie używających e-papierosów, a w 2022 roku odsetek dorosłych użytkowników wynosił 3,6%. Codzienne używanie e-papierosów było częstsze wśród mężczyzn (4,6%) niż kobiet (2,9%). Wcześniejsze dane z 2016 roku wskazują, że co najmniej raz miało styczność z wapowaniem 14,2% dorosłych.
