En la Federación de Rusia, los cigarrillos electrónicos están legalmente permitidos, pero están sujetos a ciertas medidas regulatorias. Según estas normativas, no existe la obligación de notificar los productos ni de utilizar envases a prueba de niños, aunque sí es obligatorio incluir advertencias sanitarias en el embalaje. Se aplican restricciones de sabores y el contenido de nicotina está limitado a 20 mg/mL. Sin embargo, no hay prohibiciones legales sobre el uso de cigarrillos electrónicos en lugares públicos. La compra de cigarrillos electrónicos por internet o mediante máquinas expendedoras no está permitida, y existe una prohibición total de la publicidad. En 2025, se estimó que 4,2 millones de personas en Rusia eran vapeadores habituales, y la prevalencia del vapeo actual entre adultos fue del 3,6% en 2022. La prevalencia diaria del vapeo en adultos fue mayor en hombres (4,6%) que en mujeres (2,9%). Datos anteriores de 2016 mostraban que el 14,2% de los adultos había probado el vapeo al menos una vez.
