В Хорватии электронные сигареты разрешены законом при соблюдении определённых правил и нормативов. Их можно приобрести в обычных розничных магазинах и через интернет, однако продажа через торговые автоматы запрещена. Действующие нормы предусматривают обязательное уведомление о новых продуктах, упаковку, защищённую от детей и вскрытия, а также наличие предупреждений о вреде для здоровья на упаковке. Продажа разрешена только гражданам в возрасте 18 лет и старше, также законодательно ограничено использование электронных сигарет в общественных местах. Ограничений по вкусовым добавкам нет, но содержание никотина не должно превышать 20 мг/мл, а объём резервуара — 2 мл. По данным за 2023 год, в Хорватии насчитывалось примерно 68 400 совершеннолетних, которые в настоящее время курят электронные сигареты, что составляет 2% взрослого населения. Распространённость среди женщин — 1,3%, среди мужчин — 0,9% (по данным 2019 года). Доля взрослых, ежедневно их использующих, составила 1,2% — 0,5% среди женщин и 1,1% среди мужчин. Согласно проведённому в 2017 году исследованию отношения к вреду электронных сигарет, 51% опрошенных в стране считали их вредными или более вредными, чем обычные сигареты, 32% полагали, что они не вредны или менее вредны, и 17% затруднились с ответом.
