E-papierosy są legalne w Chorwacji, jednak obowiązują wobec nich określone przepisy i wytyczne. Można je kupić w ogólnodostępnych punktach sprzedaży oraz przez internet, przy czym sprzedaż w automatach jest zabroniona. Regulacje wymagają zgłaszania nowych produktów, stosowania opakowań zabezpieczonych przed dziećmi i manipulacją, a także umieszczania ostrzeżeń zdrowotnych na opakowaniach. Sprzedaż jest dozwolona wyłącznie osobom powyżej 18. roku życia, a korzystanie z e-papierosów w miejscach publicznych podlega ograniczeniom prawnym. Nie ma restrykcji dotyczących wyboru smaków, jednak zawartość nikotyny nie może przekraczać 20 mg/ml, a pojemność zbiornika nie może być większa niż 2 ml. Z danych z 2023 roku wynika, że w Chorwacji było około 68 400 aktualnych użytkowników e-papierosów, co stanowi 2% dorosłej populacji korzystającej obecnie z e-papierosów. Częstość używania wśród kobiet wynosiła 1,3%, a wśród mężczyzn 0,9% (na podstawie danych z 2019 roku). Odsetek osób dorosłych codziennie korzystających z e-papierosów wynosił ogółem 1,2%, w tym 0,5% wśród kobiet i 1,1% wśród mężczyzn. W badaniu przeprowadzonym w 2017 roku na temat postrzegania szkodliwości e-papierosów 51% respondentów w kraju uznało, że e-papierosy są szkodliwe lub bardziej szkodliwe niż tradycyjne papierosy, 32% uważało je za nieszkodliwe lub mniej szkodliwe, a 17% nie miało zdania.
