Los cigarrillos electrónicos son legales en Croacia bajo regulaciones y lineamientos específicos. Están disponibles en comercios generales y pueden adquirirse por internet, aunque la venta a través de máquinas expendedoras está prohibida. Las normativas introducidas exigen la notificación de nuevos productos, envases a prueba de niños y de manipulación, así como advertencias sanitarias en los empaques. La venta está restringida a personas mayores de 18 años y existen límites legales para su uso en espacios públicos. Si bien no hay restricciones en cuanto a la variedad de sabores, el contenido de nicotina debe ser igual o inferior a 20 mg/mL y la capacidad del depósito no debe superar los 2 mL. Según datos de 2023, había aproximadamente 68,400 vapeadores actuales en Croacia, lo que representa una prevalencia de vapeo actual en adultos del 2%. Entre las mujeres, la prevalencia fue del 1.3%, y del 0.9% entre los hombres (con base en datos de 2019). La prevalencia de vapeo diario en adultos fue del 1.2% en general, con un 0.5% en mujeres y un 1.1% en hombres. Una encuesta realizada en 2017 sobre la percepción de los daños de los cigarrillos electrónicos reveló que el 51% de los encuestados en el país consideraba que los cigarrillos electrónicos son igual de dañinos o más dañinos que los cigarrillos convencionales, el 32% pensaba que no son dañinos o son menos dañinos, y el 17% no estaba seguro.
