Во Франции электронные сигареты разрешены и регулируются как потребительские товары и как лекарственные препараты. Продажа электронных сигарет через интернет разрешена, и они широко доступны в обычных розничных магазинах. Однако любые заявления о пользе для здоровья в отношении электронных сигарет запрещены, как и всякая реклама этих изделий. В отличие от некоторых других европейских стран, Франция в настоящее время не взимает акцизный налог на электронные сигареты. В стране действует всеобъемлющее регулирование производства и продажи электронных сигарет, согласно которому перед выходом на рынок требуется уведомление о продукции, а упаковка должна быть защищённой от детей и вскрытия. На всей упаковке должны быть чётко размещены предупреждения о вреде для здоровья. Продажа разрешена только гражданам старше 18 лет, а максимальная концентрация никотина ограничена 20 мг/мл. Также предусмотрено ограничение объёма резервуара (не более 2 мл) в соответствии с требованиями Европейского Союза. Во Франции нет ограничений по ароматизаторам, но использование электронных сигарет запрещено в определённых общественных местах. По данным 2022 года, во Франции насчитывалось около 3,6 миллиона человек, которые в настоящее время парят, при этом распространённость текущего использования среди взрослых составила 6,7%, а ежедневного использования — 5%. Данные опроса за 2017 год показывают, что 24% взрослых сообщили, что хотя бы раз пробовали электронные сигареты. По результатам общественного мнения, собранным в 2017 году, 62% респондентов считали электронные сигареты вредными или более вредными, чем традиционные сигареты, 21% посчитали их менее вредными, а 17% затруднились ответить.
