В Финляндии электронные сигареты разрешены в рамках определённого регулирования. Онлайн-продажи и приобретение электронных сигарет через автоматы запрещены, также не допускаются заявления о пользе для здоровья, связанные с их использованием. В стране установлен акциз на электронные сигареты в размере до 10% по сравнению с акцизом на традиционные сигареты. Производители и импортёры обязаны подавать уведомления о продукции перед выводом новых товаров на рынок. Все электронные сигареты должны реализовываться в упаковке, защищённой от детей, с защитой от вскрытия и соответствующими предупреждениями о вреде для здоровья на упаковке. Продажа разрешена только гражданам, достигшим 18 лет. Среди дополнительных стандартов продукции — максимально допустимая концентрация никотина 20 мг/мл и объём резервуара не более 2 мл. Ограничено использование ароматизаторов, а применение электронных сигарет в общественных местах запрещено законом. По данным на 2023 год, в Финляндии насчитывалось примерно 46 500 взрослых, которые курят электронные сигареты (1% взрослого населения), при этом ежедневное курение электронных сигарет составляло 0,7%. Согласно данным за 2017 год, 17% взрослых сообщали, что хотя бы раз пробовали электронные сигареты. Согласно данным 2021 года, 1% взрослых женщин и 3% взрослых мужчин в Финляндии были текущими пользователями электронных сигарет. Опрос общественного мнения, проведённый в 2017 году, показал, что большинство финнов считают электронные сигареты вредными: 81% полагал, что электронные сигареты вредны или вреднее обычных сигарет, 11% считали их менее вредными, а 8% затруднились с ответом.
