W Finlandii e-papierosy są dozwolone w ramach określonych regulacji. Sprzedaż internetowa oraz zakupy w automatach są zabronione, a wszelkie oświadczenia zdrowotne dotyczące ich używania nie są dozwolone. Na e-papierosy nałożono podatek akcyzowy, którego wysokość wynosi do 10% stawki obowiązującej dla tradycyjnych papierosów. Producenci i importerzy mają obowiązek zgłaszania nowych produktów przed wprowadzeniem ich na rynek. Wszystkie e-papierosy muszą być sprzedawane w opakowaniach zabezpieczonych przed otwarciem przez dzieci i mających zabezpieczenie przed manipulacją, a na opakowaniach muszą znajdować się odpowiednie ostrzeżenia zdrowotne. Sprzedaż dozwolona jest wyłącznie osobom powyżej 18. roku życia. Inne wymogi obejmują maksymalne stężenie nikotyny – 20 mg/ml oraz ograniczenie pojemności zbiornika do 2 ml lub mniej. Dozwolone są jedynie określone aromaty, a korzystanie z e-papierosów w miejscach publicznych jest prawnie zabronione. Według danych z 2023 roku w Finlandii było około 46 500 aktualnych użytkowników e-papierosów, co stanowi 1% dorosłej populacji. Odsetek dorosłych używających e-papierosów codziennie wynosił 0,7%. 17% dorosłych zadeklarowało, że kiedykolwiek próbowało e-papierosów (dane z 2017 roku). Dane z 2021 roku wskazują, że 1% dorosłych kobiet oraz 3% dorosłych mężczyzn było aktualnymi użytkownikami e-papierosów. Badania opinii publicznej przeprowadzone w 2017 roku pokazują, że większość Finów uważa e-papierosy za szkodliwe: 81% sądziło, że e-papierosy są tak samo szkodliwe lub bardziej szkodliwe niż papierosy, 11% uznało je za mniej szkodliwe, a 8% było niezdecydowanych.
