Snus is not expressly banned in Brazil. Snus is categorized as a tobacco product, and Brazilian law requires all tobacco products to be registered with the Brazilian Health Regulatory Agency (ANVISA) in order to be legally imported and sold. Since snus is not registered with ANVISA, its importation and sale are not legally allowed.
