Na Filipinach rozporządzenie administracyjne wydane przez Departament Zdrowia w 2014 roku (nr 0008) reguluje stosowanie e-papierosów. W dokumencie tym stwierdzono, że e-papierosy są połączeniem produktu leczniczego i wyrobu medycznego, a nie wyrobem tytoniowym ani produktem konsumenckim – dlatego podlegają pod nadzór Urzędu ds. Żywności i Leków (FDA). Sprzedaż i używanie e-papierosów są legalne. Nowe przepisy obowiązujące od lipca 2019 roku zakazują wapowania w miejscach publicznych. Ministerstwo Zdrowia Filipin wydało 10 lipca 2019 roku rozporządzenie administracyjne dotyczące e-papierosów, które weszło w życie po 15 dniach. Rozporządzenie dotyczy wyłącznie e-papierosów i nie obejmuje podgrzewanych wyrobów tytoniowych. Przepisy nakładają obowiązek uzyskania przez firmy zajmujące się produkcją, importem lub sprzedażą e-papierosów w Filipinach licencji na prowadzenie działalności i świadectwa rejestracji produktu w ciągu trzech miesięcy. Zawierają także zakaz wszelkich form reklamy, promocji oraz sponsorowania (bardziej restrykcyjny niż w przypadku tradycyjnych papierosów) oraz wprowadzają zakaz stosowania aromatów i dodatków, które są udowodnione lub podejrzewane o atrakcyjność dla młodzieży.
